What can we learn from European best practices on the existing M&V schemes and coordination mechanisms in Europe? Why do countries without an established centralized structure implement more efficient M&V schemes? Which countries have introduced more efficient coordination mechanisms, and what are their functioning structures?
This report presents the results of an analysis conducted on a vast array of cases across Europe identified on the basis of a specific set of criteria. Potential factors that impact the effectiveness of the M&V schemes and coordination mechanisms positively or negatively were the subject of a preliminary analysis that was conducted by the project and that led to a set of policy recommendations.
